Working with Melisa
A notice does not have to authorise arrest to cause damage. Blue and Green Notices carry no power of detention, yet they are visible to border officers and to compliance screening, which is how they produce refused entry, closed bank accounts and failed background checks. They are challenged on the same grounds as a Red Notice: the political, military, religious or racial character of the case under Article 3, inaccurate or insufficient data, disproportionality, or a purpose that has ended. Because the harm often surfaces first in a bank’s due diligence rather than at a border, the timing of the response matters as much as its content. Because the damage from a non-arrest notice is administrative rather than judicial, there is often no hearing at which to answer it — which is why the correction has to be sought from Interpol itself rather than from a court.
