Working with Dmytro
There is a preventive version of Interpol work and a reactive one. Preventive means finding out whether a notice or diffusion exists before travel, through an access request, and dealing with it while there is time. Reactive means responding after a border stop or a detention, when the timetable is set by someone else. The preventive route is materially easier, and it is available to anyone who suspects a notice may have been requested. A diffusion deserves particular attention: because it is circulated directly between national bureaux without prior compliance review, it can carry an obvious Article 3 defect and still reach a border untouched. An access request is worth filing even when nothing is known for certain: it establishes whether a record exists, which country requested it, and on what stated basis — the three facts any subsequent challenge has to be built on.
